$6,253.00 - $7,720.00 /Month 
 
The City pays the employee's contribution to the Public Employees' Retirement System (PERS). In addition, the City participates in the Medicare portion of FICA only, and therefore there is no deduction made for social security.

Job Summary 
 
ANNUAL COMPENSATION: up to $96,203, which indicates a base salary of $92,640 per year; and professional incentive pay (paid quarterly) + cashable leave days (paid at end of the fiscal year) equaling up to $3,563 per year. The City is a participating agency of the California Public Employees Retirement System (CalPERS) with a 2.7% @ 55 retirement formula. Currently, 5% of the 8% employees contribution to CalPERS will be reimbursed by the employee to the City. In addition, the City participates in the Medicare portion of FICA only, and therefore there is no deduction made for social security.

The position will also be eligible for an annual performance bonus (up to 10% of base salary) based on the employees performance as determined by the appointing authority. The position will accrue 12 days of sick leave per year, six (6) of which can be cashed out each fiscal year, starting with the end of the 2nd fiscal year (which is equivalent to 2.3 % of base salary or up to $2,131 per year).

The City has a compressed work week schedule (9/80) which results in the incumbent of this position receiving every other Friday off. In addition, there are 12 paid holidays per year and 12 days of vacation per year.

Major Duties 
 
Designs, implements, tests and supports information systems technologies for emergency response and public safety activities.

Supports Fire Department computer users, and installs, maintains and inventories related hardware and software.

Assesses, troubleshoots and follows established guidelines in escalation of hardware, software and networking problems.

Manages and maintains Fire Department mobile communications equipment including radios, laptops, Mobile Data Computers (MDCs) and station alerting systems.

Participates in the research of information systems equipment and products.

Develops reports and analyzes data for planning and coordinating tasks and projects.

Implements and maintains systems for emergency medical services (EMS), fire computer aided dispatch, fire inspection, fire prevention, hydrant and apparatus maintenance, incident tracking and reporting, staff scheduling, timekeeping and training.

Analyzes public safety processes and reporting requirements and implements and maintains emergency response and public safety technologies, including wireless data communications, two-way radios systems, scheduling systems, records management systems, interactive voice response (IVR) systems and geographic information systems (GIS).

Utilizes client server and web based applications and other programming tools such as Microsoft Office, Structured Query Language (SQL), Crystal Report Writer, Java, Extended Markup Language (XML), Hypertext Markup Language (HTML) and Common Gateway Interface (CGI) in a networked environment utilizing Microsoft 2000/2003/SQL servers to implement and maintain various public safety systems.

Configures, maintains and updates databases and other hardware and software systems.

Assists in the evaluation of new software systems, negotiation of contracts, and the management of vendors and consultants.

Acts as the project manager for the implementation of fire science and business technologies.

Prepares request for proposals (RFPs) and contract documents.

Updates and provides assistance in the development of Internet and Intranet web sites to facilitate the exchange of information by the public and Fire Department staff.

Prepares and maintains a variety of records and reports, inventory management documents, and status reports for on-going projects.

Performs other related duties as assigned. 
 
Minimum Qualifications

Knowledge of:

LAN/WAN networks using Active Directory and TCP/IP

Project management tools and techniques, supporting multiple platforms and multiple sites.

Geographic Information Systems (GIS) principles and practices.

Document management and imaging systems.

Two-way voice communication systems.

Computer aided dispatch systems.

System design, development and documentation techniques.

Database access tools including Structured Query Language (SQL).

Computer hardware and software configuration, maintenance and problem resolution.

Systems administration, systems analysis and project management techniques.

World Wide Web development languages such as Hypertext Markup Language (HTML), JAVA and Common Gateway Interface (CGI).

Windows XP/Vista, Windows 2000/2003 server and Linux operating systems.

Programming languages and tools such as .net, .Asp and Power Script.

Ability to:

Manage multiple projects, vendors and staff using client server and web based technologies.

Provide technical support for public safety systems.

Prepare complex reports using Crystal Report Writer.

Document technical information and user procedures.

Manage application and user file systems and directories.

Communicate effectively with the public and with City employees.

Complete assignments in an accurate and timely manner.

Conduct research and make recommendations on technology.

Read and understand technical computer-related training and reference manuals.

Master new software applications.

Reference and understand computer product catalogs.

Provide training and instruction on various computer applications.

Skill in:

Project management and implementation of information systems.

Computer hardware and software configuration, maintenance and problem resolution.

Installing hardware and software components and editing configuration data files to implement client server and web based systems.

Education, Training and Experience:

Graduation from an accredited college or university with a Bachelors degree in Computer Science, Management Information Systems or a related field.

Three years of recent, paid work experience performing systems analysis and project and management including: designing, implementing and maintaining software systems and relational databases. Recent experience in implementing and supporting automated information systems for public safety activities is desirable.

NOTE: If invited to the examination, you will be required to present proof of degree or college level coursework on the day of the interview.

Licenses and Certificates:

Possession of, or ability to obtain, a valid California class C driver license.

In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employees' normal work assignments and may continue through the recovery phrase of the emergency.
