Geographic Information Systems Technician (Torrance, California)

Epic Land Solutions, Inc. is a full service right of way consulting firm, DBE/WBE certified, whose purpose is to acquire and manage real property interests needed by clients to construct infrastructure facilities.   Epic services its clients, which include Counties, Cities, Water Districts, School Districts, Redevelopment Agencies, Transportation Authorities, and Energy Companies, from its offices in Los Angeles, Orange County, Riverside (Inland Empire), San Diego and Portland, Oregon.

Job Summary: Under general supervision performs technical work in the maintenance of data relative to geographic information system (GIS) functions; performs GIS input, editing and analysis; generates a variety of maps and reports; performs related work as required.
Workplace Competencies: Geographic information systems (GIS) technicians should be accurate and precise, patient, self-disciplined and able to make good judgments.  They should also be able to work well as part of a team, and be flexible and able to adapt to new technology.
Duties and Responsibilities:   
1.      Creates and maintains GIS using Arc GIS 9.x with parcel data files, engineering files, remotely sensed imagery, and other data types.
2.      Ability to integrate various data sources such as Excel, digital parcel maps, databases, etc.
3.      Generates a variety of geographic maps related to a variety of public projects.
4.      Communicate with Supervisors, Peers, or Subordinates.  Provide information to supervisors, co-workers, outside clients, management and subordinates by telephone, in written form, e-mail, FTP, digital data transfers, or in person.
5.      In response to requests, process Information - Compile, code, categorize, calculate, tabulate, or verify information or data.
6.      Mapping work and the updating of maps in order to ensure accuracy, the inclusion of new and/or changed information, and compliance with rules and regulations.
7.      Identify and compile database information in order to create maps in response to requests.
8.      Trace contours and topographic details in order to generate maps that denote specific land and property locations and geographic attributes.
9.      Compare and digitize topographical features from aerial photographs, old maps, and other reference materials in order to verify the accuracy of their identification.
10.   Research resources such as survey maps and legal descriptions in order to verify property lines and to obtain information needed for mapping.
11.   Ability to work in interdisciplinary teams.

  4. Design - Knowledge of design techniques, principles, tools and instruments involved in the production and use of precision technical plans, blueprints, drawings, and models
  5. Mathematics - Knowledge of numbers, their operations, and interrelationships including arithmetic, algebra, geometry, calculus, statistics, and their applications.
  6. Time Management - Managing one's own time and the time of others.
  7. Customer and Personal Service - Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  8. Quality Control Analysis - Conducting tests and inspections of products, services, or processes to evaluate quality or performance.
  9. Critical Thinking - Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
 Skills: 
  1. Database – Creating and maintaining databases (SQL, Access, VB.net, etc.)
  2. Mathematics - Using mathematics to solve problems
  3. Reading Comprehension - Understanding written sentences and paragraphs in work related documents
  4. Operations Analysis - Analyzing needs and product requirements to create a design
  5. Technology Design - Generating or adapting equipment and technology to serve user needs
  6. Language - Ability to effectively present information in one-on-one and small group situations to the general public, clients, and other employees of the organization.
  7. Troubleshooting - Determining causes of operating errors and deciding what to do about it.
 Abilities: 
  1. Written Comprehension - The ability to read and understand information and ideas presented in writing
  2. Oral Expression - The ability to communicate information and ideas in speaking so others will understand
  3. Deductive Reasoning - The ability to apply general rules to specific problems to come up with logical answers
  4. Information Ordering - The ability to correctly follow directions/rules in order to arrange things or actions in a certain order
  5. Mathematical Reasoning - The ability to understand and organize a problem and then to select method to solve the problem
  6. Problem Sensitivity - The ability to tell when something is wrong or is likely to go wrong. It does not involve solving the problem, only recognizing there is a problem.
  Education and Experience:     
  1. GIS technicians that gather topographical data need postsecondary vocational training. Those GIS technicians that participate more in the design and compilation of GIS databases usually need at minimum an Associate degree and work-related experience. Coursework topics should include: computer science, geography, GIS, or related field.  Extensive related experience can be substituted for degree.
