 THE POSITION
Under general supervision, performs a variety of routine to difficult GIS operations to support the Resource Development branch and performs related duties as assigned.
 DISTINGUISHING CHARACTERISTICS
GIS Technician is the entry level class in the GIS technician series.  Initially under close supervision, incumbents perform the more routine duties while learning District policies and procedures and becoming familiar with the variety of departmental systems and practices.  As experience is gained, duties become more diversified and are performed under more general supervision. This class is alternately staffed with GIS Technician II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher level.  GIS Technician II is the experienced/journey level in the series, fully competent to independently perform duties.  This class is distinguished from the lower classification of GIS Technician I by the relative independence with which duties are performed.
 ESSENTIAL DUTIES
Gathers, verifies, inputs, edits, maintains, and updates collected field attributes, tabular and spatial data; edits and performs quality assurance on data entities and attributes for the Major Developments Tracking and Analysis Program, from SmallWorld, as well as from other local jurisdictions.  Creates views to display geographic data (themes); creates themes from x,y coordinates; sets a view map projection, manipulates the symbology and classification scheme for each theme; labels themes. Creates ArcView tables from a variety of tabular data sources; joins and links multiple tables and modifies the table structure; edits values in tables and creates charts for presenting tabular data. Creates maps for presentation and printing; combines views, tables, charts, images, north arrows, logos, andscale bars to create final maps; interprets tentative maps and planning information for GIS database development efforts. Interprets maps, graphs, aerial images; recognizes andresolves discrepancies in attribute data and performs necessary actions to ensure quality to the accepted County parcel base map. Creates high quality maps, drawing, and models using GIS in compliance to the spatial digital assessors maps and computer-aided, Web, and images rubber sheeting.  Assists is the development and maintenance of GIS Library structure and associated applications; gathers data for analysis and hydraulic model data, and integrates the data into both the GIS as well as the overall information systems and maintains data integrity throughout the GIS environment.  Prepares reports and maintains files, records, and drawings; provides back-up support to other District GIS staff members as needed.  Performs related duties as assigned

 

SELECTION PROCESS
MINIMUM QUALIFICATIONS
The selection process will consist of a competitive evaluation of applicant qualifications with the most competitive applicants being invited to a structured oral interview. The process, which includes a probation period, will evaluate the following areas:
 KNOWLEDGE OF:
Computerized mapping and digital data conversion, manipulation and analysis, terminology, methods, practices, techniques and nomenclature of civil, mechanical and/or electrical engineering drafting by hand and using computers; applications development methods, tools, and utilities applicable to the GIS system; software and modern drafting and mapping processes; District operation policies and departmental work procedures and quality standards; District files and locations and the means for retrieving information; database administration.
 
ABILITY TO:
Understand and define user requirements; prepare clear and concise program documentation, user procedures, and other written materials; work on a variety of computer-aided and geographical information systems drafting applications; precisely follow writtenand oral instructions; performdetailed work thoroughly, neatly, accurately and efficiently; read and interpret field notes and engineering and construction drawings; perform basic engineering computation; prepare maps, plans and records; identify necessary changes and update and/or post data; establish and maintain effective working relationships with those contacted in the course of work organize, plan and complete projects; communicate effectively, orally and in writing; make sound independent judgments within established guidelines.

 

EDUCATION/EXPERIENCE:
Graduation from high school or G.E.D. equivalent, supplemented by college-level courses in GIS geography, planning, mechanical drawing, engineering drafting and computer-assisted drafting, 1 year of experience performing sub-professional, technical civil engineering work, including six months of operating a data entry terminal.

 

LICENSE/CERTIFICATION:
Some positions may require a valid California drivers license and the ability to maintain insurability under the Districts Vehicle Insurance Policy.

 

FLEX REQUIREMENTS;
A GIS Technician I may advance or flex to the GIS Technician II class after 6-24 months of experience in the GIS Technician I class.  The incumbents must receive an overall performance rating of good or better on their most recent annual performance evaluation in order to flex to the higher class. Incumbent must also demonstrate proficiency to perform the full range of duties as described in the GIS Technician I/II job description, which includes demonstrating proficiency in the utilization of the command menu for the database and graphic manipulation, proficiency in the use of GIS applications, and an understanding of the procedures for processing facility and landbase information.

 

SELECTION CRITERIA
The following criteria will be assessed in evaluating candidates:
 
  1. Technical Skills: (GIS and computer skills, mapping): Assessed through application review, Interview, review of work history and assessed at 40%.
  2. Education in GIS Geography, Planning, Mechanical Drawing, Drafting and Computer Assisting Drafting: Assessed through application review, Interview, review of work history and assessed at 40%
  3. Interpersonal:Assessed through application review, Interview, review of work history and assessed at 20%.

 

MEDICAL INSURANCE  
HMO premiums fully paid by District, PPO premiums are shared.  Participating employees with sufficient proof of other medical insurance coverage may be entitled to bi-weekly payments of $188.68 in lieu of District coverage.
DENTAL INSURANCE
Delta Dental - Premiums are paid by the District.
VISION INSURANCE
PacifiCare Vision - Premiums for employees are District-paid, employees may add dependents but are responsible for the difference in premiums through payroll deductions.
GROUP LIFE INSURANCE
District paid life insurance is provided equal to 1 x annual salary; employees may purchase additional life insurance at shared cost with the District.
VACATION/SICK LEAVE
For 1-5 years of service--10 days; for 6-10 years of service--15 days; for 11-15 years of service--1 additional day per year (up to 20 days maximum).
HOLIDAYS
Average 11 days per year, including two floating holidays.
PERS RETIREMENT
The District pays 7% of the employee contribution into the California Public Employees Retirement System; employees pay the additional 1%.
OTHER BENEFITS
Other benefits include credit union privileges, voluntary deferred compensation, and tuition.  When required, uniforms are provided and maintained by EMWD.
