CRIME ANALYST I

Salary:
$4,842 to $5,978 /Month

The City pays the employee's contribution to the Public Employees' Retirement System (PERS). In addition, the City participates in the Medicare portion of FICA only, and therefore there is no deduction made for social security.

NOTE: If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.

ANNUAL COMPENSATION: up to $74,495 which includes a base salary of $71,736 per year; and professional incentive pay (paid quarterly) + cashable leave days (paid at end of the fiscal year) equaling up to $2,759 per year.  The position will accrue 12 days of sick leave per year, six (6) of which can be cashed out each fiscal year; starting with the end of the 2nd fiscal year (which is equivalent to 2.3% of base salary or up to $1,650 per year).  The City has a compressed work week schedule (9/80) which results in the incumbent of this position receiving every other Friday off.  In addition, there are 12 paid holidays per year and 12 days of vacation per year. 

Job Summary
:  Researches, collects, compiles and analyzes crime data, producing various statistical and narrative summaries; reviews statistical documents for completeness and accuracy.  Enters and maintains crime information and crime analysis and data trends.  Maintains web entries of trend areas for web on the internet and intranet.

Researches, collects and compiles crime data.

Enters and maintains computerized crime information.

Conducts manual and automated searches to retrieve crime information for the community and/or department personnel.

Enters data in the Police Departments Records Management System and other databases to ensure comprehensive and accurate data is available for analysis.

Analyzes crime patterns by reviewing crime reports, area bulletins, teletypes and other data from a variety of sources including but not limited to the Police Departments Records Management system, multimedia, and external sources.

Gathers and updates information of criminal suspect activity and other periodic crime data for dissemination to the department and the community.

Develops and maintains crime analysis web content for the departmental internet and intranet sites.

Receives and responds to requests for information or complaints from the public or City.

Develops various reports and charts using Crystal Reports, link charts, or similar industry standard reporting tools.

Prepares detailed reports and maintains accurate reports.  Prepares technical reports, as assigned.

Performs other related duties as assigned.

Law enforcement databases.
Crime analysis techniques.
Geographical systems.
Emerging technologies.
Effective customer services techniques.

Ability to:

Organize and track crime and criminal offender information.
Create, maintain and access database files.
Prepare detailed reports using a variety of tools including but not limited to Crystal Reports, CrimeView and ArcGIS.
Maintain accurate records.
Communicate effectively orally and in writing.
Learn and use law enforcement telecommunications databases and other applications in an appropriate manner.
Provide effective customer service.
Establish and maintain effective and cooperative working relationships with City employees and the public.

Skill in:

The use of a personal computer and applicable software applications.

Education, Training and Experience:

Graduation from an accredited college or university with a Bachelors degree in Criminal Justice, Public Administration, Social/Behavioral Science or a related field.

Possession of a Crime Analysis certification from the California Department of Justice is preferred.

Licenses and Certificates:

Possession of a valid class C driver license.

All employees of the City of Santa Monica are designated by both State and City ordinance to be "Disaster Service Workers".  In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers.  Such assignments may be in locations, during hours and performing work significantly different from the employees' normal work assignments and may continue through the recovery phase of the emergency.
